The Defense Logistics Agency (DLA) - Energy is issuing this Request for Proposal (RFP) for a requirement to perform thermal remediation activities at seven former Bulk Field Constructed Underground Storage Tanks (BFCUSTs) within the South Tank Farm Area at Defense Fuel Support Point (DFSP) San Pedro, CA obtain a No Further Action (NFA) decision.

The requirement is for a 36-month contract with a period of performance from November 1, 2019 to October 31, 2022. Tradeoff process under FAR 15.101-1 will be used to evaluate offers.The solicitation will be a Full and Open Competition under The North American Industry Classification System (NAICS) Code 562910.

A pre-proposal conference will be held at the DFSP San Pedro, CA on May 30, 2019, 10:00 A.M. PST. Interested parties planning to attend should submit names, phone numbers, email addresses, and company represented to Mr. Rhoji Fernandez via email at Rhoji.Fernandez@dla.mil by May 24, 1:00 PM local Fort Belvoir, VA time.
Please send all questions to Rhoji.Fernandez@dla.mil as early as possible to be answered by June 10th, 2019. All correspondence should include the solicitation number "SPE603-19-R-0512" in the subject. Questions after the pre-proposal conference should be sent by June 5th, 2019 or they may not answered by June 10th, 2019.
