The purpose of Amendment 0002 on solicitation SPE603-24-R-0504 is for the following:
A. To extend the closing date to September 23, 2024 at 4:00 p.m. EST.
B. To provide an updated pricing worksheet. Line item #12 has been corrected to 1.
C. To provide all offerors the responses from the pre-proposal conference and solicitation questions. See below.
1. Q: Can you elaborate on the multimedia monitoring as an additional objective under this PWS? Do you require a media monitoring solution to integrate and pass news data into the remedial system?
A: The objective of multi-media monitoring is not to integrate and pass news data into the remedial system, but to provide a means of monitoring system performance remotely during off-hours when nobody is on site.
2. Q: On page 76 of 84 of the Solicitation, Item (3) specifies a 12-point Times New Roman font to be used with 1 margins around the page for all contents. We respectfully request to use a small font size for graphics and tables within Volume I.
A: No exceptions to the proposal requirements will be authorized. Please adhere to all instructions in Section L of the solicitation.
3. Q: The solicitation includes the current SCA Wage Determination (Rev 24 dated 7/22/2024). Several of the Services craft labor categories are based on SCA rates. During the 4-year Period of Performance for the contract, will updated Wage Determinations be issued by DLA. If so, will the successful contractor be given an opportunity to review the updated Wage Determinations and request a rate adjustment for those affected labor categories if needed?
A: In accordance with FAR clauses 52.222-41 and 52.222-43, the successful offeror will be able to
request a rate adjustment after DLA issues the updated wage determination.

Amendment 0001 is released to update DLA Energy clause L198 Preproposal Conference (services) (DLA Energy Feb 2-18)

This notice from the Defense Logistics Agency (DLA) Energy-FESDA, is seeking small businesses that can provide
environmental assessment and long-term management, potential implementation of new remedial systems,
advancement of restoration sites as close to Site Closure (SC) as practicable while maintaining long term Operations
and Maintenance (O&M) in a cost effect manner, operations of in-place remediation systems, and emergency
response services for DFSP Ozol, CA. These services include long-term monitoring, operation, and maintenance of
remediation systems, public meetings, and other related environmental remediation activities and requirements in
accordance with (IAW) the State of California and local regulations and requirements. Except as otherwise noted, the
Service Provider shall employ best commercial practices and guidelines in accordance with all applicable federal,
state, and local regulations to meet the requirements.

Background
The Defense Logistics Agency (DLA) Energy-FESDA is seeking small businesses to provide environmental assessment and long-term management services at the Defense Fuel Support Point (DFSP) in Ozol, California.

The goal of this contract is to advance restoration sites towards Site Closure (SC) while maintaining long-term Operations and Maintenance (O&M) in a cost-effective manner. The services will include the operation of in-place remediation systems, emergency response services, and compliance with California state and local regulations.

Work Details
The contractor will perform non-personal services as outlined in the Performance Work Statement (PWS), including:
