Description

The U.S. International Development Finance Corporation DFC) is seeking to enter into a blanket purchase agreement (BPA) with up to four (4) vendors for technical advisory and consulting support of budgetary, accounting, and financial reporting requirements. These requirements emanate from the Treasury Financial Manual (TFM), OMB Circulars, federal accounting requirements (FASAB), and legislation including the Federal Credit Reform Act of 1990, and the Foreign Assistance Act of 1961. DFC prepares its financial statements in accordance with Statements of Federal Financial Accounting Standards (SFFAS) promulgated by the Federal Accounting Standards Advisory Board (FASAB) and OMB Circular A-136 Financial Reporting Requirements (federal GAAP). These statements summarize the results of DFC's Insurance, Equity, & Direct Loan and Loan Guarantee Programs. DFC's finance activities are subject to the Federal Credit Reform Act (FCRA) of 1990. Additionally, DFC offers political risk insurance to U.S. investors, contractors, exporters, and financial institutions involved in international transactions and can cover currency inconvertibility, expropriation, and political violence. In addition, DFC prepares other financial reports including DATA Act, improper payments report, Foreign Credit Reporting System, SF-133 Report on Budget Execution, GTAS, Treasury Report on Receivables, and MAX reporting. Internal accounting and administrative controls and accounting systems are designed subject to the Federal Managers Financial Integrity Act of 1982 and the related guidance and standards promulgated by the US Government. DFC's enterprise accounting system is Oracle E-Business Suite, a fully automated accounting and budget system. Major sources of data are vendor invoices, travel vouchers, insurance contracts, loan agreements, election of insurance coverage forms, transaction confirmations, schedules of disbursements, contracts for services and purchase orders for supplies and services.
