Amendment 5: Revised Documents

1. The purpose of this amendment is to provide the following revised documents:

Change from Blanket Purchase Agreement to Basic Ordering Agreement
- Revised BOA RFQ Cover Letter
- Revised Attachment 1 - ITO
- Revised List of Licenses
- Revised Statement of Objectives with sample solicitation
- Revised BOA Ordering Guide included with the sample solicitation
- Solicitation
o This is not a formal solicitation
o Document does not need to be returned with quote submission
o CLIN description updated to reflect BOA
o CLIN description updated to reflect order
o Provisions and Clauses updated to reflect BOA and order (Government is also providing this attachment in Microsoft Word)

2. Please be advised that the Government now intends to issue up to 15 Basic Ordering Agreements rather than Blanket Purchase Agreements. There is no difference in the acquisition strategy. This is simply a change in agreement type. All previous terms and conditions outlined remain the same and are still applicable.
3. The Government is not accepting any additional questions.

4. REMINDER: Quotes are due 17 October 2019 at 12:00 CDT

This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The Request for Quote (RFQ) and all applicable documents for the LevelUP DevSecOps Pipeline & Platform Integration & Licensing Services have been posted/uploaded onto the FEDBIZOPPS website.

Quote Due Date: 12:00 PM CT on 16 October 2019

DESCRIPTION OF WORK PROPOSED:
The AFLCMC LevelUP Branch at JBSA-Lackland, TX, has been tasked to acquire DevSecOps Pipeline & Platform Integration & Licensing Services. The Contractor shall perform all activities required to meet the requirements identified in the Statement of Objectives. The period of performance will consist of a five (5) year ordering period from date of BPA issuance. The performance period for all calls placed under this BPA shall not exceed five (5) years from the completion of the ordering period.

REQUEST FOR QUOTE:
The Government anticipates awarding up to 15 Blanket Purchase Agreements (BPA) to a mix of large and small businesses. The North American Industry Classification System (NAICS) code for this acquisition is 541512 (size standard $30M).

Quotes shall be submitted in accordance with the RFQ requirements and submitted by the date indicated in this announcement. All responsible sources may submit a quotation which shall be considered by the agency.

Copies of this solicitation are available by INTERNET ACCESS ONLY. All solicitation documents are posted with this announcement and made available for viewing in FedBizOpps (http://www.fbo.gov). Any amendments to the RFQ (if required) will be posted in FedBizOpps. Interested parties are reminded that they are responsible for checking FedBizOpps for new information concerning this requirement.

Any communications with the Government from the date of this solicitation through award shall be directed in writing to the Procuring Contracting Officer (PCO), Ms. Christina G. Fernandez. Email correspondence shall be sent to Ms. Fernandez with a copy to the contract specialist, Ms. Dawn Davenport.

System for Award Management (SAM) Requirements: Offerors must be registered in the SAM database no later than 1 November 2019. If registration is not complete by the required time, the Offeror will not be eligible for award. Offerors may obtain information on registration at https://sam.gov and/or https://www.acquisition.gov.
