Device Service Plan - Beltsville MD   2

Background
The USDA Agricultural Research Service (ARS) is issuing this solicitation for a Device Service Plan for a Vitros 4600 clinical chemistry analyzer manufactured by QuidelOrtho. The goal of this contract is to ensure the proper maintenance and service of the analyzer, which has lapsed in service coverage since early 2026. This acquisition is unrestricted, allowing all responsible sources to submit quotations.

Work Details
The contractor shall provide all personnel, equipment, transportation, and supervision necessary to deliver a Device Service Plan for the Vitros 4600 clinical chemistry analyzer. The contractor must perform all work in accordance with applicable Federal, State, and local laws, regulations, codes, OEM technical specifications, and guidelines. The contract is performance-based and requires adherence to standards established in the Performance Work Statement (PWS). Invoicing must be done in arrears on a monthly basis.

The scope includes:
1. Providing service on-site at the USDA Facility located at NEA FOOD COMPONENTS AND HEALTH LABORATORY, Beltsville MD.
2. All requirements are Firm Fixed Price; no Time and Materials pricing will be accepted.
3. Out of scope requirements must be addressed with the Technical Monitor before proceeding.

Bidder Requirements
Bidders must demonstrate technical capability to meet the requirements outlined in Attachment 1 Performance Work Statement and QASP. They must provide a Technical Capability Narrative confirming their ability to perform as required. Past performance will also be evaluated based on previous contracts with acceptable or neutral ratings.
