The U.S. Naval Research Laboratory (NRL) has a requirement entitled, Development, Testing and Assessment of Electro-optic/Infrared (EO/IR) Advanced Intelligence, Surveillance, and Reconnaissance (ISR) Systems and Technologies .

NRL, Optical Science Division Code 5600, carries out a variety of research, development, and application-oriented activities in the generation, propagation, detection, and use of radiation in the wavelength region between near-ultraviolet and far-infrared wavelengths. Continued performance for research and development (R&D) is required for electronic systems and embedded software to facilitate the operation and optimum use of VIS/EO/IR/ISR is required. VIS/EO/IR/ISR is critical in supporting the following high visible NRL programs:

  • Shipboard Panoramic Electro-Optic/Infrared (SPEIR) Program of Record (PoR),
  • Maui Hyperspectral Imagery System
  • Rapid Large Area Clearance System (RLAC) Joint Capability Technology Demonstration (JCTD)
  • High Roller PoR transition,
  • Low Cost Unmanned Aerial Vehicle (UAV) Swarming Technology (LOCUST)
  • ANGEL Fire and Dual-band Wide-Area Persistent Surveillance (DB-WAPSS)

The anticipated period of performance is for a 12-month base year and four 12-month option years. In addition, one 6-month will be considered if the Government requires continued performance of the required service. Work is to be performed on-site at the Naval Research Laboratory, Washington, D.C. and other Government facilities as required.

This acquisition will be solicited in accordance with FAR Subpart 6.1, Full and Open Competition. The requirement for this acquisition is R&D in nature, established by the current and previous acquisitions; therefore, this effort cannot be met by a commercial entity.

Proposal are due no later than 3:00PM Central Standard Time (CST) on Monday, 30 October 2023.

Background
The U.S. Naval Research Laboratory (NRL) has a requirement for the development, testing, and assessment of Electro-Optic/Infrared (EO/IR) Advanced Intelligence, Surveillance, and Reconnaissance (ISR) Systems and Technologies.

The Optical Science Division Code 5600 at NRL engages in various research and development activities related to radiation in the near-ultraviolet to far-infrared wavelengths. This contract aims to support high-visibility NRL programs including the Shipboard Panoramic Electro-Optic/Infrared (SPEIR) Program, Maui Hyperspectral Imagery System, Rapid Large Area Clearance System (RLAC), and Low Cost Unmanned Aerial Vehicle (UAV) Swarming Technology (LOCUST), among others.

Work Details
The contractor will perform research and development tasks as outlined in the Statement of Work dated February 1, 2023. Key tasks include:
1. Mission Analyses and Sensor Requirement
2. Development of New ISR and EO/UV/IR Sensor Concepts and Implementation Plan
3. Subsystem and Technology Evaluation
4. Prototype System Development and Integration
5. Software Development for EO/IR Sensors and ISR Systems
6. Test and Evaluation Support.

Additionally, the contractor will provide labor for VIS/EO/IR ISR System technologies, materials & supplies, travel as required for project needs, and fulfill all data requirements as per the Contract Data Requirements List (CDRL). All deliverables must comply with specified packaging, marking, inspection, acceptance standards.

Period of Performance
The anticipated period of performance is a base year of 12 months with four additional 12-month option years. An additional 6-month extension may be considered if required by the Government.

Place of Performance
Work will primarily be performed on-site at the Naval Research Laboratory located at 4555 Overlook Ave SW, Washington, D.C., with potential work at other Government facilities as needed.
