Description

The MITRE Corporation, McLean, VA was awarded $1,898,842.00 Cost Plus Fixed Fee Task Order HT001125F0059 off of The Internal Revenue Service (IRS) Federally Funded Research and Development Contract (FFRDC), TIRNO99D00005, to develop the Defense Health Agency Portfolio Risk, Value, and R-Form Strategy on December 09, 2024.

Background
The Defense Health Agency (DHA) is responsible for managing medical acquisitions that support Joint and Service requirements. The agency's mission includes ensuring effective communication of program goals and alignment with strategic objectives.

The MITRE Corporation was awarded a Cost Plus Fixed Fee Task Order under the Internal Revenue Service Federally Funded Research and Development Center (FFRDC) Contract to assist in developing the Defense Health Agency Portfolio Risk, Value, and R-Form Strategy.

Work Details
The FFRDC will assist the DHA's Pharmaceuticals, Devices, and Medical Support Systems (PDMSS) Program Manager (PM) by conducting risk and benefit research for the Acquisition Program Analysis Framework (APAF). This includes:

- Identifying key risk factors;
- Gathering relevant data on identified risks and benefits from historical programs, current projects, and industry benchmarks;
- Performing quantitative and qualitative risk assessments;
- Analyzing potential benefits such as cost savings, operational efficiency, and strategic advantages;
- Integrating this data into the APAF for ongoing and future program evaluations.

Additionally, the FFRDC will support the development of the R-Form Strategy for budget exhibits by reviewing past budget exhibits to understand historical context, conducting interviews to gather insights on current strategic priorities, providing recommendations for creating budget exhibits that accurately convey these priorities, conducting planning sessions on effective budget exhibit preparation, establishing a quality assurance mechanism for accuracy and consistency, and implementing periodic reviews to keep budget exhibits aligned with evolving strategic objectives.

The contract will be performed over a period of 12 months starting from December 2024.
