Development of Philips Lumify Ultrasound System

Background
The U.S. Army Medical Research Acquisition Activity (USAMRAA) is conducting market research to identify parties interested in developing the Philips Lumify ultrasound system for the U.S. Army Medical Materiel Development Activity (USAMMDA) at Fort Detrick, Maryland.

The goal of this contract is to procure services on a non-competitive basis to enhance medical capabilities for the Army.

Work Details
The contractor shall provide services as outlined in the draft Statement of Objectives (SOO). This includes the development of an Ultrasound Field Portable (USFP) system that is small, lightweight, and FDA-cleared for use in diagnosing injuries such as internal bleeding and musculoskeletal injuries.

The contract will involve purchasing and modifying the Philips Lumify ultrasound system to ensure it cannot connect to any networks. Key tasks include conducting a Risk Management Framework (RMF) assessment, creating a military-specific training plan, providing logistics demonstrations, and potentially purchasing 61 devices for training facilities.

Essential characteristics of the USFP system include FDA clearance, capability for Focused Assessment with Sonography for Trauma (FAST), extended FAST exams, and musculoskeletal assessments.

Period of Performance
The estimated period of performance for this contract is twelve (12) months.
