Background
The Federal Highway Administration (FHWA), through its Office of Federal Lands Highway (FLH), in collaboration with the National Park Service (NPS), is initiating a Broad Agency Announcement (BAA) to solicit proposals for the development of an Automated Driving System (ADS) National Strategy.

The goal is to conduct operational pilots of vehicle automation technologies at three national park units—Acadia National Park, Golden Gate National Recreation Area, and Yosemite National Park—to enhance the efficiency and sustainability of remote transportation systems within these parks. This initiative aims to inform long-term integration strategies for vehicle automation technologies in federal lands.

Work Details
The BAA seeks to conduct operational pilots involving Advanced Driver Assistance Systems (ADAS) and Automated Driving Systems (ADS) at selected national parks. Offerors may propose pilot operations in one, two, or all three locations.

The project will involve planning, testing, and operating these technologies in coordination with NPS while adhering to specific park constraints. Key tasks include:
1. Conducting operational pilots to evaluate the effectiveness of ADAS and ADS technologies in enhancing transportation efficiency.
2. Documenting lessons learned from pilot operations to inform a National Strategic Plan for integrating vehicle automation technologies into various park typologies.
3. Sharing findings with the Department of Transportation (DOT) and Department of the Interior (DOI) to guide future infrastructure investments and technology needs for incorporating ADS into mobile fleets.
4. Providing data on economic costs and benefits associated with driving automation systems in remote federal lands.

Period of Performance
The anticipated period of performance includes two phases: Phase 1 from January 2026 to December 2026 (15 months) and Phase 2 from January 2027 to March 2028 (15 months).

Place of Performance
The contract work will be performed at Acadia National Park, Golden Gate National Recreation Area, and Yosemite National Park.
