Development and Maintenance of a Multigenotypic Aged Rat Colony   3

The National Institute on Aging (NIA), National Institutes of Health (NIH), Department of Health and Human Services (DHHS) intends to re-compete requirements currently being performed by Charles River Laboratories under NIA Contract HHSN271201700004I. This procurement is being competed under full and open competitive procedures in accordance with Federal Acquisition Regulation (FAR) part 15.

It is anticipated that a single Indefinite Delivery/Indefinite Quantity (IDIQ) type contract will be awarded for a 10-year ordering period beginning on or about September 30, 2023 to develop, maintain and distribute a standing colony of aged, genetically defined laboratory rats for use by investigators in studies of aging. This colony is to be developed and maintained within controlled and defined barrier environments where animals are monitored and characterized for disease status and markers of genetic purity.

Background
The contract, titled 'Development and Maintenance of a Multigenotypic Aged Rat Colony,' is issued by the NIDA/NIA Contracts Management Branch, Office of Acquisition, C/O NIH Mail Center in Gaithersburg, MD. The contract is issued under the authority of P.L. 99-158 as amended. The set-aside information is available in Part IV Section L. Offerors are required to be registered in the System for Award Management (SAM) when submitting a proposal and must remain registered until time of award, during performance, and through final payment of any resulting contract.

Work Details
The contractor is required to develop, maintain, and distribute a standing colony of aged, genetically defined laboratory rats for use by investigators in studies of aging. The colony is to be developed and maintained within controlled and defined barrier environments where animals are monitored and characterized for disease status and markers of genetic purity. The contract is an Indefinite Quantity contract with a total reimbursement amount not less than $374,599 (minimum) nor more than $31,925,107 (maximum) for successful performance over the period September 30, 2023 through September 29, 2033. The contract also includes provisions applicable to direct costs such as conferences & meetings, food for meals, travel costs including foreign travel, consultant costs, subcontract costs, patient care costs, accountable government property, printing costs, and research funding.
