Draft Request for Proposal (RFP)

For the Auxiliary General Ocean Surveillance Ship

T-AGOS 25 CLASS

Description:

This is a DRAFT Request for Proposal (RFP) for the Auxiliary General Ocean Surveillance Ship, T-AGOS 25 Class (formerly T-AGOS(X)) (N00024-21-R-2203). Reviewers should be aware that this Draft RFP may not include all sections and attachments that will be part of the final RFP. This Draft RFP is for planning purposes only and shall not be construed as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor responses to this announcement. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. When and if the Government issues the final RFP, interested contractors will be expected to thoroughly address the requirements thereof regardless of the circumstances surrounding this Draft RFP. Please note, that all Industry responses and questions received for this Draft RFP will be treated as public information and may be released on SAM.gov.

Background and Production Contract Concept:

The Navy is recapitalizing the existing fleet of five Auxiliary General Ocean Surveillance Ships, T-AGOS 25 Class, approaching end of service life beginning in 2026, subject to annual appropriations. T-AGOS is the host platform for the Surveillance Towed Array Sensor System (SURTASS) undersea surveillance mission suite to detect, classify, localize and report submarines and other targets of interest. SURTASS is comprised of active and passive acoustic arrays, a processing segment, and a command, control, communications, computer, and intelligence (C4I) segment to deliver tactical mission data to fleet and intelligence community users. A SURTASS mission system will be procured to outfit T-AGOS 25 Class.

A robust surveillance and intelligence capability is fundamental to the Navy's ability to conduct Anti-Submarine Warfare (ASW) and Undersea Warfare missions (USW). Naval forces will continue to require ocean surveillance intelligence and the T-AGOS 25 Class Concept of Operations (CONOPS) reflects class operations similar to current T-AGOS ships. The ships will normally operate independently as the mobile component of the Integrated Undersea Surveillance Systems (IUSS). The T-AGOS 25 Class will be operated by the Military Sealift Command (MSC) with military crew (MILCREW) and PMS485 civilian technicians to operate the mission systems. Real-time operational (mission planning and acoustic analysis) support will be conducted by the shore-based Naval Ocean Processing Facility (NOPF) and Commander, Undersea Surveillance (CUS) Intelligence Directorate reach-back cell.

It is the Government's intent that the T-AGOS 25 Class be procured utilizing Full and Open Competition in accordance with Federal Acquisition Regulation (FAR) Part 15 with an anticipated Final RFP release by the end of November 2021 leading to the award of a contract to a single US Shipbuilder in FY22 for the lead ship Detail Design and Construction (DD&C) and options for six follow-on ships with a possible gap year in FY23. The follow-on ships are planned to be awarded one each year beginning in FY24. The resultant DD&C contract will be Fixed Price Incentive (FPI) with an Economic Price Adjustment (EPA) provision for material commodities.

The Government contemplates the award to the responsible Offeror whose proposal is determined to offer the best value to the Government, using a Trade Off evaluation process.

Additional Information:

In order to meet mission needs, once the Final RFP is released, interested ship builders will have 90 days to respond to the solicitation. This date will not be extended.

To bid and receive the draft attachments an Offeror must be a US Shipyard to qualify. All qualified Offerors must sign and submit the Use and Non-Disclosure Agreement attached to this notice to NAVSEA Contracts via email to kurt.r.boyles.civ@us.navy.mil AND steven.a.davanzo.civ@us.navy.mil to receive access to the files via dodSAFE file transfer.

The Government will only send the draft attachments to Prime Contractors. It is the responsibility of the Prime Contractor to flow down the requirements to their chosen subcontractors.

Due to the distribution restriction of Attachment J-1c, interested Prime Contractors are encouraged to complete and return Attachment J 13 (DD254) Contract Security Classification Specification, in order to receive Attachment J-1c after Final RFP release. Attachment J-1c will not be released without with an approved DD254 by the Government's Security Officer.

The Government will consider all comments received on the Draft RFP but will not commit to providing a response to any comments and/or questions. The subsequent revision to any specification or RFP based on comments received remains solely at the Government's discretion. No comments, questions, or inquiries shall be made to any Government person other than the point of contacts identified in this synopsis.
