Desigo/Apogee IV

Background
The U.S. Army Corps of Engineers, Huntsville Engineering and Support Center (CEHNC) in Huntsville, Alabama is conducting market research to identify qualified firms capable of procuring and installing Utility Monitoring and Control Systems (UMCS) in anticipation of awarding the fourth generation Apogee IV for the UMCS program.

The total anticipated program capacity is estimated at $507M. Services will be provided at Department of Defense (DoD) installations or other Government facilities throughout the Continental United States, Alaska, Hawaii, and Outlying areas, as well as outside the Contiguous United States including Germany, Italy, Japan (including Okinawa), and Africa-Tanzania.

Work Details
The contractor shall provide technical support, procurement, installation, monitoring, and maintenance and service (M&S) for UMCS, Electronic Security Systems (ESS), Heating, Ventilation and Air Conditioning (HVAC) systems including chiller/boiler systems installation/integration, Supervisory Control and Data Acquisition (SCADA) Systems, Fire Alarm Systems (FAS), life safety systems, automated control systems including chemical/biological/radiological contaminant detection/filtration/response.

The contractor must have the capability to respond to multiple requests simultaneously across diverse locations. Services include preventive maintenance (PM), corrective maintenance (CM), repair/replacement/modernization of existing systems, equipment inventories, condition assessments, preparation of work plans for repairs, facility management support, project management, central monitoring services, minor construction work within or exterior to a facility.

The contractor will also develop PM plans and recommended spare parts lists. Additional tasks include system testing/check-out, providing operation and maintenance manuals, training personnel on system operations, ensuring compliance with cybersecurity requirements as per UFC 4-010-06 and UFGS 25-05-11.

Period of Performance
The ordering period for this contract is sixty (60) months comprising a three (3) year base period with one (1) two-year optional period.

Place of Performance
Contractor services will be performed at various locations including all Continental United States locations as well as Alaska, Hawaii, Germany, Italy, Korea, Japan (including Okinawa), and Africa – Tanzania.
