Design-Build Rehab of the Southgate Rec. Area (DeSoto NWR)
Background
The contract is issued by the U.S. Fish and Wildlife Service (FWS) for the design-build rehabilitation of the Southgate Recreation Area located within the DeSoto National Wildlife Refuge.

The mission of the FWS is to conserve, protect, and enhance fish, wildlife, and plants and their habitats for the continuing benefit of the American people. Work Details
The contractor shall provide all labor, materials, equipment, and supervision necessary for the rehabilitation and enhancements of roadways, parking facilities, and other features at the Southgate Recreation Area. Specific tasks include:
- asphalt roadway paving;
- placement of aggregate roadways;
- widening of roadways;
- concrete parking pad placement;
- concrete sidewalk placement;
- concrete picnic table pad placement;
- installation/extension of culverts;
- miscellaneous improvements such as roadside drainage, signage, striping, revegetation, erosion control, and clearing & grubbing.

The project also includes a bid additive for transverse crack repair in existing asphalt/chip seal roadways as identified by the Station Manager.

Period of Performance
The period of performance for this contract is from August 1, 2026 to February 1, 2027.

Place of Performance
The construction projects will be performed at DeSoto National Wildlife Refuge located at 1434 316th Lane, Missouri Valley, IA 51555.

Bidder Requirements
Bidders must meet specific requirements including being a small business as this solicitation is set aside for small business concerns. Contractors are required to furnish performance and payment bonds within 10 calendar days after award.
