Description

Design Build MQ-9 Formal Training Unit (FTU) Ops Facility, Holloman Air Force Base (HAFB), Otero County, New Mexico

The proposed procurement is an Unrestricted Two Phase Best Value Request For Proposal (RFP), and thus open to large and small businesses. NAICS is 236220, with a size standard of $39,500,000.00. The magnitude of construction for this project will be between $25,000,000.00 and $100,000,000.00. Bonding will be required for this acquisition. Offeror's attention is directed to Section 00 21 00 in the Solicitation for information regarding the tour of the site. Plans will be issued on or about 18 October 2022, with proposals due on or about 02 December 2022. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation, or final award process.

The U.S. Army Corps of Engineers, Albuquerque District has been tasked to solicit for and award an MQ-9 Formal Training Unit (FTU) Operations Facility at Holloman Air Force Base, New Mexico. The project consists of construction of a 6,970 square meters (SM) single-story structure with controlled space requirements. Reinforced concrete foundation, structural steel frame, concrete masonry unit (CMU) walls, and low slope roof. Demolition of Building 302 will be included. The project includes all utilities, site improvements, backup power generator, computer flooring and exterior pavements. Seven options are currently included in the design, a mass briefing room addition, parking lot addition, mill and overlay on the existing parking lot, audio-visual (AV) equipment, furniture, fixtures and equipment (FF&E), rock mulch landscaping, server cabinets and all associated accessories.

THE PROJECT will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. The Government will issue a solicitation with a specified closing date. The solicitation will include a brief summary of the requirement, Phase I evaluation criteria and process, and general information about the Phase II evaluation criteria.

Only those offerors that are determined to be most highly qualified in Phase I will be asked to submit their design and related information for Phase II. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. The proposed procurement will result in a firm-fixed price contract. This solicitation will be issued via Internet only. Notification of amendments shall be made via Internet only, as well. It is therefore the contractors' responsibility to check the following address daily for any posted changes to this solicitation. SAM.gov is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies.
