Please see attached Request for Information - Market Research regarding the Full Design-Build Fit-Out Construction, Interior Exhibition Design-Build and installation, and Dissassembly of a USA Pavilion at Specialized Expo 2027 in Belgrade, Serbia.

The purpose of this RFI is to accomplish market research pursuant to Federal Acquisition Regulation (FAR) Part 10, and to identify businesses capable of performing the functions described herein. The Department of State, Global Acquisition office is conducting market research to determine the availability and abilities of firms, particularly small business firms, to meet the requirements listed below. Interested sources shall have proven capabilities successfully executing work of similar work in scope and scale to the work described in the attached notice.

Background
The U.S. Department of State is seeking a design-build partner for the USA Pavilion at the Specialized Expo 2027 in Belgrade, Serbia, scheduled from May to August 2027.

The pavilion aims to showcase American excellence and innovative experiences that reflect the Department's messaging and public diplomacy goals.

Work Details
The contractor will be responsible for the full design, development, fit-out construction, installation, project management, and final disposition of the USA Pavilion. Key tasks include:
- Full design and construction fit-out of a single-story pavilion (972 sqm) to house exhibitions, performances, receptions, food and beverage areas, retail spaces, and outdoor areas.
- Ensure the pavilion meets high international standards reflecting U.S. innovation and culture while being nonpolitical and representative of American diversity.
- Design engaging exhibitions that are immersive and interactive to attract foreign audiences.
- Incorporate landscaping, crowd control features, wayfinding experiences, and accommodate high visitor volumes during the expo duration.
- Develop content for exhibitions in collaboration with Department of State subject matter experts (SMEs).
- Manage logistics including transport of materials and tear-down post-expo while ensuring compliance with Expo guidelines.

The contract will be performed from May 2027 through August 2027.
