Background
The Orlando VA Healthcare System is issuing this Design-Build (DB) project to replace galvanized domestic water lines at the Lake Baldwin Campus to ensure compliance with EPA standards. The goal of the contract is to provide a comprehensive solution that includes both design and construction services under a single contract, thereby streamlining the process and ensuring accountability.

Work Details
The contractor shall provide all necessary labor, materials, tools, equipment, and design-build services for the removal and replacement of existing galvanized domestic water lines. Specific tasks include:

- Excavation for water line replacement
- Ensuring proper sloping for new lines
- Restoration of landscaping and surfaces disturbed during construction
- Compliance with EPA standards through the development of a Stormwater Pollution Prevention Plan.

The contractor must also locate existing underground infrastructure using Ground Penetrating Radar (GPR) prior to commencing work. All work must be coordinated with the project’s Contracting Officer Representative (COR) and scheduled to avoid disruption of hospital functions. The design phase is expected to last 80 calendar days from the issuance of the Notice to Proceed (NTP), followed by a construction phase that must be completed within 90 days after design completion.

Period of Performance
The contract will have a total period of performance of 170 calendar days from the issuance of the Notice to Proceed, which includes an 80-calendar day design phase followed by a 90-calendar day construction phase.
