DESIGN-BUILD (DB)/DESIGN-BID- BUILD (DBB), INDEFINITE DELIVERY/INDEFINITE QUANTITY (ID/IQ) MULTIPLE AWARD CONSTRUCTION CONTRACT (MACC) GENERAL CONSTRUCTION SERVICES AT NSA CRANE, INDIANA AREA OF RESPONSIBILITY   4

Background
The solicitation is for a Firm Fixed-Price (FFP), Design-Build (DB)/Design-Bid-Build (DBB), Indefinite-Delivery/Indefinite Quantity (IDIQ), Multiple Award Construction Contract (MACC) for facilities primarily at Naval Support Activity (NSA) Crane, Indiana and Naval Operational Support Centers (NOSCs) within the Area of Responsibility (AOR) of a 450-mile radius of NSA Crane IN. The contract will encompass minor construction, renovation, and repairs at the specified locations. The period of performance for the IDIQ contracts is one year from the date of contract award with four one-year option periods, not to exceed 60 months. The total five-year estimated construction cost for all contracts is not to exceed $95,000,000. Projects for the MACC have an estimated construction cost between $500,000 and $5,000,000.

Work Details
The projects under this contract will require the ability to manage multiple task orders concurrently. Work may be required in other areas in the area of responsibility of NAVFAC Mid-Atlantic if deemed necessary. The selected contractor(s) will be responsible for all labor, supervision, engineering, design, materials, equipment, tools, parts, supplies, and transportation to perform all of the services described in the drawings and specifications provided for each individual project.

The completion date for the IDIQ contracts is one year from the date of contract award with four one-year option periods. After award of the initial contracts and 'seed' project, the successful IDIQ contractors will compete for task orders based on best value using the tradeoff process or lowest price technically acceptable. Each task order will contain project specific evaluation factors that will vary depending on the unique requirements for each task order.

The period of performance for the IDIQ contracts is one year from the date of contract award with four one-year option periods, not to exceed 60 months.

Place of Performance
The construction projects will primarily be performed at Naval Support Activity (NSA) Crane in Indiana and Naval Operational Support Centers (NOSCs) within a 450-mile radius of NSA Crane.
