Background
This solicitation is issued by the Norfolk Naval Shipyard under the Design-Build (DB) and Design-Bid-Build (DBB) framework for an Indefinite Delivery/Indefinite Quantity (ID/IQ) Multiple Award Construction Contract (MACC).

The primary goal of this contract is to manage the demolition of Building 195, which is part of the Hampton Roads, Virginia Area of Responsibility. The project aims to ensure compliance with various construction and environmental standards while addressing specific site conditions, including hazardous materials management.

Work Details
The scope of work includes:
- Demolition of Building 195, including selective building demolition and removal of associated structures such as three sump pits, one underground concrete tank, and one steam pit.
- Management of hazardous materials in accordance with environmental regulations.
- Site preparation activities including grading for positive drainage to existing stormwater structures.
- Installation of a new waste line connecting from Building 1512 to the existing treatment plant.
- Paving the site post-demolition with a specified asphalt section consisting of 2 inches surface course, 2 inches intermediate course, and 10 inches base stone.
- Compliance with Virginia State Stormwater Regulations due to the disturbance exceeding 2,500 square feet.
- Implementation of erosion control measures and stormwater management practices as required by local regulations.
