Background
The contract is issued by the Naval Facilities Engineering Systems Command (NAVFAC) for the construction of the P1102 Weapons Magazine and Ordnance Operations Facility at Naval Submarine Base New London in Groton, Connecticut.

The mission of NAVFAC is to provide facilities support to the Navy and Marine Corps, ensuring that they are equipped to fulfill their operational requirements. The goal of this contract is to enhance ordnance operations capabilities through the construction of specialized facilities.

Work Details
This design-bid-build project includes:
- Construction of six (6) Containerized Long Weapons Storage (CLWS) units.
- Construction of two (2) Box G and one (1) Box H earth-covered high-explosive magazines, which will include overhead cranes and related work.
- Magazine construction will involve foundations, walls, reinforced concrete floors, entrance and loading aprons, grounding and lightning protection systems, intrusion detection systems (IDS), and earth-covering.
- Site preparations will include clearing, rock excavation, grading, and fill operations.
- The project will impact existing wetlands requiring mitigation efforts.
- Construction of a new Ordnance Operations building, Truck Inspection facility, Sentry building, and demolition of 18 existing magazines (buildings 524 and 393).
- Special foundation features such as rigid inclusions and load transfer mats at magazine locations.
- Paving and site improvements including access roads, paved truck loading/unloading areas, and landscaping.
- Installation of electrical utilities including primary and secondary distribution systems, outside lighting, transformers, and telecommunications infrastructure.
