DESIGN BID BUILD ENERGY RESILIENCE & CONSERVATION INVESTMENT PROGRAM (ERCIP) MICRO-GRID, WHITE SANDS MISSILE RANGE (WSMR) DONA ANA COUNTY, NEW MEXICO

The proposed procurement is an Unrestricted, Lowest Price Technically Acceptable (LPTA) Request For Proposal (RFP), and thus open to large and small businesses. NAICS is 238210, with a size standard of $16,500,000.00. The magnitude of construction for this project will be between $5,000,000.00 and $10,000,000.00. Bonding will be required for this acquisition. Offerors attention is directed to Section 00 21 00 in the Solicitation for information regarding the tour of the site. Plans will be issued on or about 15 March 2022, with proposals due on or about 25 April 2022. Offerors are advised that this requirement may be delayed, cancelled, or revised at any time during the solicitation, or final award process.

THE PROJECT is for construction and installation of a micro-grid for power resiliency for water wells #17, #18, #19, and #20 at White Sands Missile Range, NM. Project includes the construction of 700kW solar photovoltaic array, 500kW natural gas generator, and 500kW/3000kWh battery energy storage system. Also included will be associated electrical cable and conduit, electrical panels, transformers, inverter system, controls, fiber optic communication line, fire alarm system, meters, cyber security measures, anti-terrorism measures, security fencing, concrete pads for generator, battery storage, and transformers, compacted aggregate roads, gas service piping, and fire water line to project site.

THE PROJECT will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. The proposed procurement will result in a firm-fixed price contract.
