1. Proposal due date is changed to 21 April 2023 at 1500 Pacific Standard Time.
2. The collective bargaining agreement provided in Amendment 0009 is a reference and minimum personnel is governed by the Performance Work Statement.
3. Offerors should submit only revisions to pricing in their proposals based on the collective bargaining agreement.

Background
The National Training Center (NTC) Fort Irwin, California is a remote installation located in San Bernardino County, California. The population base consists of approximately 4,300 Active Duty, 5,600 Rotational Soldiers, 7,300 Civilian Workforce, 100 Reserve/National Guard, and 7,700 Family Members. The contract is for Emergency Services and Alarm support for the U.S. Army Garrison Fort Irwin, California.

Work Details
The Contractor must provide fire protection services including fire prevention and fire suppression functions. This includes providing 24/7 continuous fire protection and rescue services in compliance with the National Fire Protection Association’s (NFPA) 300 standards and codes. The Contractor must also provide emergency dispatching services for both fire and police departments.
Other tasks include traffic accident extrication rescue, medical aid, aircraft rescue firefighting (ARFF), confined space rescue, burning building rescue, wildland firefighting, high angle rescue, trench rescue, swift water rescue, and more.

Period of Performance
The Period of Performance (PoP) will be for a base year including a 30-day phase-in period and four one-year options periods.

Place of Performance
The work for this contract will be performed throughout the Fort Irwin Army Installation and Barstow-Daggett Army Airfield located in Dagget, CA.
