Attached is the Commander, Fleet Readiness Center (COMFRC) DRAFT Statement of Work, and DRAFT Solicitation (without Sections L&M) for Depot Level Maintenance support services, known as DLM, in support of the Fleet Readiness Centers Southeast (FRCSE).

The Official RFP is scheduled for release the week of October 4 2023. Proposals will be due NLT 45 days following the official release of the RFP. The contract is anticipated to be awarded as late as the third quarter of FY 2024, depending on the necessary duration of the source selection evaluation phase.

After the official release of solicitation, the Government will provide the opportunity for industry to submit questions, feedback or comments related to solicitation up to 15 days after RFP formal release. The Government will provide answers back to Industry NLT 30 days after RFP release.

Commander, Fleet Readiness Center (COMFRC), Patuxent River, MD, solicitation number N6852024R-TBD will be issued to initiate competitive source selection and award an Indefinite Delivery-Indefinite Quantity (IDIQ) contract to one Prime contractor in support of Fleet Readiness Center (FRC) Southeast (SE), maintenance, repair, and overhaul (MRO) group initiatives to provide support services for aircraft, aircraft engines and associated components undergoing Depot Level Maintenance (DLM). The contractor will be required to perform DLM functions, alongside government civilian and military personnel, that consist of the rework of existing aviation end items, systems, and components, which include maintenance and modification functions; manufacture of items and component parts otherwise not available; in-service repair, disassembly and all other categories of aircraft DLM.

The intended IDIQ Ordering Period will cover 5 years after contract award with a Level of Effort ceiling of 3,473,780 total hours. The estimated number of Full Time Equivalents (FTE) required to fulfill this requirement is 343.

The Security Classification of the IDIQ will be at Secret level.

Set-Aside Status: The acquisition will be competed as an 8(a) small business set-aside based on market research and responses to the sources sought notice posted to SAM.gov on 24 March 2023.

Contract Type: The anticipated contract is a single-award IDIQ with Cost-Plus Fixed-Fee (CPFF) Term form (level of effort) for labor and Cost for travel.
