Depot level maintenance support for the Lightweight Laser Designator Rangefinder (LLDR)   2

This is an award notice in accordance with FAR 5.201 to publicize the imminent sole source procurement for the sustainment maintenance and repair services for the Lightweight Laser Designator Rangefinder (LLDR) systems: Range Finder-Target Designators (AN/PED-1; AN/PED-1A; AN/PED-1B) and the Class VII components: the Target Locator Module AN/PSD-1 (TLM); AN/PSD-1A (TLM II); and AN/PSD-1B (TLM IIH); the Laser Designator Module (AN/PEQ-9 (LDM)); and the Diode Laser Designator Module (AN/PEQ-9A (DLDM)).
The United States Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Divison E, located at 6001 Combat Drive, Aberdeen Proving Ground, MD 21005, intends to award a sole source, five-year, hybrid Firm-Fixed-Price (FFP) / Cost-Plus-Fixed-Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) type contract in accordance with (FAR) Part 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The sole source procurement will be negotiated with and supplied by Northrop Grumman Guidance & Electronics Company, Inc. Laser Systems (NGLS) located at 2787 South Orange Blossom Trail, Apopka, FL 32703.
The applicable Product Service Code (PSC) is J058, Maintenance, Repair and Rebuilding of Equipment - Communication, Detection, and Coherent Radiation Equipment.

The solicitation number for this action is W56JSR-16-R-0026 and the contract number is W56JSR-17-D-0001. The estimated award value is $17,863,477 and the estimated award date for this action is 23 December 2016.
Any source that can provide the maintenance capability of the LLDR systems mentioned in this notice must show information, data, or documentation which shows that they have previously serviced the system. The Government does not own the Technical Data Package (TDP) for the LLDR. Therefore, those sources interested shall include details in their response/capability statement on how the services will be completed without the technical data. Any potential offerors shall submit a capability statement, proposal, or quotation no later than (NLT) 5:00PM EST on 16 December 2016.

This is NOT a request for proposals, is NOT an authorization to begin work, and does NOT commit the Government to purchase any services. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this notice.
