Depot Consumable Parts Processing & Disposal (DEMIL)

Background
The Government is conducting a market search to fulfill the requirement for Consumable Parts Processing and Disposal (DEMIL) Support Services. This contract aims to support the WR-ALC, Workload & Analysis Branch at Robins Air Force Base (AFB), GA, by ensuring efficient handling of non-serviceable or condemned parts.

The acquisition strategy involves a three-year service contract with a basic year and two one-year options.

Work Details
The contract includes the following tasks: collection, staging, processing, and transportation of non-serviceable/condemned parts from maintenance to a staging area and ultimately to DLA Disposition. Approximately six full-time equivalent (FTE) personnel will be required, including roles such as Material Handler, Supply Clerical and Technical, and Contractor Supervisor.

Key responsibilities include:
- Material Pickup: Following detailed instructions for material pickup and processing.
- Material Staging Area: Temporarily storing materials in a designated area at Building 2316 for transport to DLA Disposition Service (DLADS).
- Material Processing: Preparing materials for transport, segregating by DEMIL code, creating turn-in paperwork (1348-1), and maintaining records in compliance with Air Force Records Management requirements.
- Supervisory Responsibilities: Managing contractor employees, planning logistics operations, enforcing safety regulations, and ensuring compliance with OSHA, DOT, and DoD standards.

Period of Performance
The contract will be performed over a three-year period consisting of one basic year plus two one-year options.

Place of Performance
Robins Air Force Base (AFB), Georgia.

Bidder Requirements
Contractors must demonstrate capabilities in material handling, processing, turn-ins, accountability reporting, and compliance with safety regulations. Experience in similar projects is required. Bidders should provide documentation supporting their capabilities and may need to establish teaming or subcontracting arrangements if they do not possess full capabilities.
