THIS IS OFFICIAL NOTIFICATION OF THE ISSUANCE OF A REQUEST FOR PROPOSAL (RFP).

FA8601-24-R-0002, Deployments/Distribution and Vehicle Management (DDVM)

The United States Air Force, Wright-Patterson Air Force Base (WPAFB), Ohio 45433-5344 is soliciting for a firm- fixed price (FFP) contract for the following requirement:

88th Logistics Readiness Squadron for the Deployment/Distribution and Vehicle Management (DDVM) in the areas of 1) Distribution services, (2) Personal Property services, (3) Small Air Terminal and Passenger Movement, and (4) Vehicle Management and Maintenance. These commercial services will be performed at WPAFB, other locations throughout the state of Ohio, and locations outside of the state of Ohio that are supported by WPAFB. The Scope of work shall include the furnishing of all personnel, supervision, vehicles, equipment, tools, materials, facilities, and other items and services to perform deployments/distribution and vehicle management. The commercial services will include management and performance of logistics for deployment and distribution operations including mobility operations, traffic management, vehicle operations, and small terminal operations; operation of air freight and passenger terminal movement, small terminal deployments and training functions; and worldwide movement of authorized personnel, cargo, and personal property as well as surface freight element functions; responsibility for arrangement of personal property movement services, in order to successfully accomplish the Government requirement as detailed in the PWS. This will be a performance-based services acquisition for non-personal, commercial services.

This requirement is a 100% Small Business Set-Aside (SBSA).

The North American Industry Classification System (NAICS) for this acquisition is 561210, Facilities Support Services. The size standard is $47,000,000. The Product/Service Code (PSC) is V002 Transportation/Travel/Relocation Motor Pool and Packing/Crating: Motor Pool Operations.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04, effective 02 June 2023 to include Prohibition on a ByteDance Covered Application (FAR Case 2023-010).

NOTICE OF SITE VISIT

WPAFB will be conducting a Site Visit with regards to this solicitation on 14 November 2023. Please RSVP NLT 06 November 2023.

The details of the Site Visit are as follows:

Date: 14 November 2023

Time: 8am 11am

Location: Please meet at the Hope Hotel Parking Lot outside of WPAFB Area A, Gate 12A

Attendees: Two (2) company representatives per contractor will be granted access.

Participation in this Site Visit will be at no cost to the Government. All travel, lodging, and transportation arrangements will be at the expense of the contractor.

Installation access to WPAFB and participation in this Site Visit must be coordinated through Jennifer Blackford, Contract Specialist & Shannon Scott, Contracting Officer, by 08 November 2023 (See contact information below). Requests after that time will not be accepted. Participation in the Site Visit is not required in order for submission of an offer, and no preference will be given to participants.
