The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Logistics Management Directorate, Transportation Management Division (TMD) is seeking support services of contractors with expertise in the following functional areas:

TMD seeks the development of a Deployment Planning Tool (TMDDPT) software solution capability that is a segmented software application designed to provide FEMA and its Emergency Support Functions (ESFs) or Interagency Partners with an advanced, integrated, and deployable Automated Information System (AIS) that will support strategic unit movements, aid in the notional planning process and allow the assignment of actual emergency and disaster support units to fill notional slots and generate Time Phased Force Deployment Data (TPFDD) for use in executing FEMA joint operational plans.

Background

TMD seeks the development of a Deployment Planning Tool (TMDDPT) software solution capability that is a segmented software application designed to provide FEMA and its Emergency Support Functions (ESFs) or Interagency Partners with an advanced, integrated, and deployable Automated Information System (AIS) that will support strategic unit movements, aid in the notional planning process and allow the assignment of actual emergency and disaster support units to fill notional slots and generate Time Phased Force Deployment Data (TPFDD) for use in executing FEMA joint operational plans.

Work Details
TMDDPT is a TPFDD manipulating and editing application designed to facilitate deployment planning and execution while in steady state or disaster operations. TMDDPT allows users to analyze and refine unclassified deployment plans or TPFDDs that are capable of remote, low bandwidth operation or client/server operations via DoD’s Command and Control System to provide accurate, complete, and deployment timely information for FEMA’s movement requirements. TMDDPT will import and export Joint Operational Planning and Execution System (JOPES) executable TPFDDs and will provide an interface between FEMA and ESF’s unclassified unit deployment planning systems DoD JOPES. TMDDPT will be designated as the interim interface for all data movements between JOPES and FEMA’s Transportation Automated Movements System. Developing a responsible and realistic phased deployment of response capabilities will expedite movement of commodities, teams, equipment, and all other assigned cargo through a vetted list of capabilities and timeline to support FEMA regions’ plans.

This deployment planning tool is a software application designed to provide the FEMA a state-of-the-art, integrated, and deployable information technology that will support both strategic and operational movements. This tool will assist in the deliberate and crisis action planning process and allow for the assignment of interagency organizations with personnel and equipment listings to fill notional slots and generates a Resource Phasing Plan (timeline for deployments from origin to destination) for use in executing FEMA Emergency Management Base Plans. This RPP tool will manipulate and edit deployment plans to facilitate deployment planning and execution while in a steady state and disaster operation at the appropriate HQ or disaster location. It sources, analyzes, refines RPPs, imports, exports RPPs (same format as a TPFDD) to JOPES as an executable deployment plan providing an interface between this unclassified deployment planning tool to the classified JOPES.
