Background
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, BUMED, and FM&C Directorate, on behalf of the Office of the Assistant Secretary of the Navy (Financial Management and Comptroller), is issuing this Request for Information (RFI) to seek information on modern, commercially available, cloud-based software solutions.

The Department of the Navy (DON) aims to enhance its Planning, Programming, Budgeting, and Execution (PPBE) processes by modernizing the 'Pre-PBIS' activities of the budget formulation phase. The goal is to procure a single comprehensive solution that standardizes and streamlines these processes across all commands.

3. Reporting & Dashboards: Role-based dashboards for real-time tracking; integrated financial views from multiple systems; automated report generation; intuitive visualizations tailored for leadership.

4. Technical & Integration: Proven integration capabilities with government financial systems via APIs; robust data import/export framework; scalable architecture.

5. Security & Compliance: FedRAMP-authorized cloud hosting; compliance with NIST standards and Zero Trust Architecture requirements.
