DEPARTMENT OF STATE WORLDWIDE FACILITY MAINTENANCE SUPPORT SERVICES (FMSS)

This is a Pre-Solicitation Notice interested companies do NOT need to submit any documentation at this time.

The U.S. Department of State (DOS), Office of Global Acquisition (A/GA) on behalf of the Bureau of Overseas Buildings Operations (OBO), Facility Management Division is issuing this pre-solicitation notice in accordance with Federal Acquisition Regulation (FAR) 5.203. This is not a solicitation; no responses are requested at this time. A formal solicitation will follow this announcement with full details, including a response deadline, complete pricing schedule, statement of work and instructions to offerors.

The Bureau of Overseas Buildings Operations (OBO) is integral to advancing U.S. diplomatic interests by providing safe, secure, and functional facilities for U.S. diplomatic missions worldwide. OBO is responsible for constructing, purchasing, and maintaining these facilities and other real estate holdings globally. Within OBO, the Operations (OPS) Directorate oversees the maintenance and operation of these facilities, including representational, office, and residential spaces. The Directorate is responsible for installations such as life safety equipment, furnishings, and household equipment, and ensures the ongoing maintenance and operation of these facilities post-occupancy. The Directorate also liaises between posts, OBO, and regional bureaus to address occupant-related issues.

The Office of Facility Management (FAC) within OBO/OPS is tasked with maintaining OBO properties post-occupancy. This contract aims to provide the Department of State (DOS) with contractor personnel to support OBO/OPS/FAC in delivering global facility management services. The Contractor shall supply technically qualified personnel to assist with the operation, maintenance, repair, and technical assessment of DOS facilities overseas. These services will ensure U.S. Embassy and Consulate facilities are safe, secure, functional, sustainable, and reliable.

The Contractor shall provide the listed multi-disciplined functions to support approximately 290 U.S. Embassies and Consulates worldwide, encompassing about 20,500 properties. The Contractor shall offer expertise in project management, construction management, facilities management, and on-site technical support to ensure successful global operations. Continuous coordination with FAC is essential for project execution. The following are the multi-disciplined functions:

This requirement will be solicited as a 100% small business Set-Aside Single Award Indefinite Delivery-Indefinite Quantity (IDIQ) contract in accordance with Federal Acquisition Regulation (FAR) 15 Best Value Tradeoff. The NAICS Code for this procurement is 561210 (Facility Support Services). The period of performance is for one 12-month base year and four 12-month option periods. All responsible sources may submit a proposal which will be considered by the agency. All prospective contractors are required to be registered in the System for Award Management (SAM) database at https://www.sam.gov. An active registration in the System for Award Management (SAM) database is mandatory to be considered for award.

The anticipated RFP release date is February 2025. The solicitation will be posted at www.sam.gov.
