This is a Sources Sought notice Only. This Sources Sought Notice is issued for information and planning purposes only as part of U.S. Department of State market research and does not constitute an RFP. The purpose of this notice is to obtain information regarding the availability and capability of qualified businesses, with a special interest in Small Business (SB), Women Owned Small Business (WOSB), HubZone (HUBZ), 8(a), and Service Disabled, Veteran Owned Businesses. The Government anticipates that North American Industry Classification (NAICS) code 561210 (Facility Support Services) with a size standard of $47.0M will apply. Be advised that acquisition strategy and set-aside decisions may be made based on the information provided in response to this Sources Sought notice. The government is requesting information regarding the availability of capable firms to support the requirements of the Bureau of Overseas Buildings Operations, Office of Facility Management (OBO/OPS/FAC) worldwide facility maintenance support services. See attached Notice for additional information.

Background
The U.S. Department of State (DOS) aims to advance the interests of the American people through diplomacy and assistance. The Bureau of Overseas Buildings Operations (OBO) is responsible for providing safe and functional facilities for U.S. diplomacy worldwide, managing a diverse portfolio that includes 170 Embassies, 125 Consulates, and over 20,000 properties.

This Sources Sought notice is part of market research to identify qualified businesses capable of supporting facility maintenance services for DOS facilities globally.

Work Details
The Contractor shall provide personnel to assist the Office of Facility Management in delivering global support in the operation, maintenance, repair, and technical assessment of Department of State facilities overseas. Services include:
- Elevator Management (vertical transportation systems, controls and operations)
- Environmental and Hazardous Material Management (air and water quality, hazardous material abatement, fuel storage and delivery, energy services)
- Facility Project Support (building engineered systems including HVAC, electrical systems related to facility security needs)
- Roof Management (roofing systems)
- Utility Management (electrical infrastructure management)
- Water Treatment Systems Management (operational assessments and training)
- Environmental Security Protection System Program Management (filter change outs and inventory management)
- HVAC Systems Management (condition assessments and troubleshooting)
- BAS Systems Management (building automation systems management)
- Electrical Systems Management (system condition assessments and compliance inspections)

Maintenance Support includes emergency repairs for engineered building systems, staffing studies for facility management operations, and data collection for Facility Condition Index. Small Projects involve site surveys, technical support for project specifications, construction administration support, and post-construction transition services.

Period of Performance
The contract will be established as a Five (5) Year Indefinite-Delivery; Indefinite-Quantity (IDIQ).

Worldwide at various Department of State facilities.
