DEPARTMENT OF STATE FY 2022 DESIGN-BUILD CONSTRUCTION CONTRACT FOR NEW EMBASSY COMPOUND (NEC) KINSHASA, DEMOCRATIC REPUBLIC OF CONGO

Background
The U.S. Department of State (DOS), Bureau of Overseas Buildings Operations (OBO) is requesting submissions to pre-qualify firms for Design/Build (D/B) construction services for a New Embassy Complex in Kinshasa, Democratic Republic of the Congo (DRC). The project is available for full-and-open competition and requires Secret (S) facility and personnel security clearances.

Work Details
The New Embassy Complex (NEC) project in Kinshasa, DRC will consist of a New Office Building, Parking Garage, Staff, Visitor and Official Parking, Main, Consular, Service and Residential Compound Access Control Buildings, Support Annex, Utility Building, Mail Screening Facility, Helipad, Marine Security Guard Quarters, Access Road, Perimeter Security, Staff Housing, and Recreational Facilities. The NEC will be located in the Gombe district of Kinshasa on an 18-acre site. The construction services will include providing construction labor and materials to execute the design; on-site organization with management to ensure overall project coordination; and overall control throughout the life of the project.
Design services to be provided may include architecture; civil, structural, geo-technical, seismic, blast, mechanical, electrical, telecommunication, and fire protection engineering; sustainable design; energy conservation; space planning; interior design; systems furniture design and integration; physical and technical security; potable water treatment and waste water treatment; food service design; vertical transportation; lighting design; landscape design; design and construction scheduling; cost estimating; value engineering.

Place of Performance
The construction projects will be performed in Kinshasa, Democratic Republic of the Congo.
