Department of State 2022 Request of Information for Sources Sought for Worldwide Off-Site Construction Solutions (OSC)

Background
The U.S. Department of State (DOS), Bureau of Overseas Buildings Operations (OBO) is seeking industry input regarding advanced design, construction, and manufacturing capabilities. OBO intends to announce a 5-year Indefinite Delivery Indefinite Quantity (IDIQ) solicitation for design-build services with the intent to increase the use of offsite and manufacturing methodologies to the maximum extent feasible to support the delivery of Diplomatic Facilities worldwide. Input received as part of this RFI will be used to develop the IDIQ framework consistent with OBO’s mission to provide safe, secure, functional, and resilient diplomatic facilities.

Work Details
The solicitation seeks information on advanced design and/or construction capabilities, including modular construction, off-site construction (OSC), off-site manufacturing (OSM), and Design for Manufacturing and Assembly (DfMA). It also requests measurable success criteria related to project and/or program execution, project delivery capabilities, applicability to building typologies, and experience with utilizing modular, OSC, OSM, or DfMA on projects located in a foreign country. Additionally, it seeks details on how the work completed off-site was coordinated with the on-site work, overall company and/or project team organization, coordination of logistical, shipping, and supply chain constraints, planning, design and construction capabilities, and primary project delivery methods utilized.
