Description

The United States (U.S.) Department of Homeland Security (DHS) requires commercial cloud solutions for Department-wide use. It is anticipated that commercial cloud solutions shall be directly provided by Cloud Service Providers (CSPs) through non-competitively and competitively awarded Indefinite-Delivery, Indefinite-Quantity (IDIQ) vehicles.

The attached Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Subpart 6.103 justification supports the anticipated non-competitively awarded IDIQ vehicles. The justification was prepared in accordance with RFO Subpart 6.104 and is posted in accordanced with RFO Subpart 6.301, specifically, 6.301(b)(2). Cumulus awards have not been made yet, award date referenced within this notice is an estimate.

Included within the scope of this effort titled Cumulus, are commercially available Anything as a Service (XaaS) covering Infrastructure as a Service (IaaS), Platform as a Service (PaaS), Software as a Service (SaaS), professional services, marketplace solutions, and training services.

Cumulus requirements will not just offer increased efficiency and effectiveness in CSP solution procurement but is also anticipated to deliver strategic level value to the Department. This includes increased oversight and understanding of CSP solutions being procured across the Department and how they may be collaboratively leveraged from both a mission delivery and spend perspective. Strategic level value will be recognized, for example, through economies of scale resulting in significant discounts and through increased cloud procurement and delivery consistency Department-wide.

Background
The U.S. Department of Homeland Security (DHS) is seeking commercial cloud solutions for department-wide use, anticipating that these solutions will be provided by Cloud Service Providers (CSPs) through both non-competitive and competitive Indefinite-Delivery, Indefinite-Quantity (IDIQ) vehicles.

The justification for the anticipated non-competitive awards is documented in the Revolutionary Overhaul Subpart 6.103, which outlines the need for these specific cloud services to support DHS's mission-critical operations.

Work Details
DHS requires commercial CSP services that are on-demand, secure, scalable, flexible, automated, and cost-effective. These services must be accessible via a web Graphical User Interface (GUI), Application Programming Interfaces (APIs), Command Line Interfaces (CLIs), or Software Development Kits (SDKs).

The Cumulus solutions must include a service model from a FedRAMP Marketplace approved environment with 'High, Moderate, and Low' ratings for Anything as a Service (XaaS) cloud services within the continental United States. The contract scope includes all commercial XaaS services available in CSP-specific government and commercial cloud facilities. The justification emphasizes that existing systems depend on unique CSP technologies that are not interoperable with other providers, necessitating the use of specific brand-name CSPs like AWS and Azure to meet operational requirements effectively.

Place of Performance
The contract will be performed within the continental United States.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent and/or closely related prior contract based on DHS’s IDIQ vehicle for Data Center and Cloud Optimization (DCCO) Support Services (70RTAC21D00000006), awarded to Peraton Technology Services for $579,226,344 (09/30/21–09/29/26). The prior scope includes cloud migration and optimization, IaaS and related cloud services support, FedRAMP-oriented integrations, and ongoing cloud/data center operations and architecture/network support, which aligns with Cumulus’s department-wide commercial cloud/XaaS procurement and associated professional services. The Cumulus effort also reads as a continuation of DHS’s approach to enabling and optimizing CSP-based services across the enterprise through existing cloud-focused support functions.
