Background
The U.S. Department of Homeland Security (DHS) has issued a combined synopsis/solicitation (Notice ID 70RTAC21R00000006) for Data Center and Cloud Optimization (DCCO) Support Services to establish and operate a Hybrid Computing Environment (HCE).
The HCE integrates the DHS Central Data Center (DC1) at NASA Stennis Space Center, Government-leased colocation facilities, and FedRAMP-certified Cloud Service Providers to meet DHS components’ technical, security, and business objectives.

Work Details
- Provide end-to-end HCE management including identification, acquisition and management of colocation services; selection, integration and management of FedRAMP-certified cloud services; and intermediary software licensing with real-time dashboard visibility.
- Design, installation, operation and maintenance of HCE LANs with dual-port redundancy, WAN connectivity to DHS OneNet, Zero Trust policies, microsegmentation and multi-factor authentication.
- Conduct system architecture and engineering assessments.
- Complete full contract transition-in within 120 days and plan transition-out 90 days before contract end.
- Manage 24x7x365 network operations with capacity forecasting and performance dashboards.
- Oversee security operations, including identity and access management, encryption, vulnerability tracking, incident response, ATO support and disaster recovery.
- Provide database services (installation, configuration, management, backup/restore, replication and on-call support).
- Deliver Level 3 application hosting services (monitoring, baselining, integration, testing, maintenance and enhancement).
- Ensure compliance with NIST standards, DHS Enterprise Architecture and Section 508 accessibility requirements.
- Conduct program management, weekly/monthly status meetings and Service Quality Reviews.
- Provide financial, progress, capacity, inventory and customer satisfaction reports, along with required transition and operational plans.

Period of Performance
Contract performance begins at award with a 120-day Transition-In phase.
Continuous operations follow under a base period with 24x7 support. Transition-Out activities are initiated no less than 90 days before the end of the period of performance or last exercised option year, with ongoing deliverables maintained through any exercised options.

Place of Performance
The primary data center (DC1) at NASA Stennis Space Center in Stennis, Mississippi;
Multiple DHS-leased colocation facilities nationwide in geographic proximity to commercial CSP connectivity points;
FedRAMP-certified cloud environments; and
Other DHS Component facilities as required.

Bidder Requirements
- Offerors must demonstrate capability for:
- Colocation and FedRAMP-certified cloud service acquisition and management.
- Software license brokerage.
- Zero Trust network design and operation.
- 24x7 network and security operations.
- Database administration.
- Level 3 application support.
- Section 508 and NIST compliance.
- DHS Enterprise Architecture conformance.
- Key personnel include:
- A DHS-cleared Program Manager fluent in English, serving as single point of contact (available 8:00–17:00 ET with 24x7 escalation).
- Designated alternates.
- All staff must:
- Obtain DHS suitability determinations and background investigations.
- Maintain required clearances.
- Sign non-disclosure agreements.
- Comply with DHS identification, badge, conduct and security requirements.
