Description

The scope of this procurement is to implement the initial phase one foundational elements of the modernized website within two years through execution of the following concepts identified below and described further in Section 4: Objectives and Minimum Requirements of the Statement of Objectives: 1) Website Redesign: Redesign IES-owned sites with consistent, intuitive look and feel and navigation across the four centers. 2) Enterprise Content Management System (CMS): Implement an enterprise CMS for the IES website. 3) Universal Search: Implement universal search functionality on the IES website to replace existing search tools. 4) Universal Taxonomy: Create globally defined hierarchies, terms, and definitions. 5) Data Repository: Centralize data storage solution through a data repository. 6) Data Portal: Build a user-facing data portal to provide a single point of access to IES datasets, publications, reference documents, reports, and other digital assets. 7) Governance: Implement and contribute to data, website design, and security governance standards and processes for the foundational phase of the digital modernization initiative as part of IES's uniform governance program. 8) Enterprise Internal Tool Strategy: Develop a strategy and roadmap for consolidation of internal IES tools associated with the following business functions such as grants, vendor contracts, reports, project management, and human resources. See Instructions to Offerors (section L of RFP) and Evaluation Criteria (section M of RFP) for more details on the following information: The Government intends to conduct this procurement through a two-phased submission and evaluation process in order to determine the best-suited Offeror. This two-phased advisory downselect process will be conducted as follows: Phase One Submission The Phase One submission shall consist of (1) a signed cover letter and (2) a Factor 1, Demonstrated Prime Experience response due via email to the CO, Erik Robertson at Erik.Robertson@ed.gov and the CS Phillip Tinsley at Phillip.Tinsley@ed.gov, on or before May 17, 2022 at 12 PM EST. Once received, the Government will evaluate each Offeror's Phase One submission based on the evaluation criteria and provide advisory notifications to Offerors. This notification will advise the Offerors of the Government's advisory recommendation to proceed or not to proceed with Phase Two submission. Offerors who are rated most highly for Phase One will be advised to proceed to Phase Two of the proposal submission process. Offerors who were not among the most highly rated will be advised that they are unlikely to be viable competitors, along with the general basis for the Government's advisory recommendation. The intent of this advisement is to minimize proposal development costs for those Offerors with little to no chance of receiving an award. Phase Two Submission The Phase Two submission shall consist of the factors listed below. Responses to Factors 2, 3, and 4 are due via email to the CO, Erik Robertson at Erik.Robertson@ed.gov and the CS Phillip Tinsley at Phillip.Tinsley@ed.gov, on or before June 24, 2022 at 12 PM EST. Factor 5 will follow a unique submission process as described in the "Response Preparation Instructions" section of this document. More information will also be provided regarding Factor 5 upon notification of selection for Phase Two participation. - Factor 2 - Technical Approach - Factor 3 - Management and Staffing Approach - Factor 4 - Price - Factor 5 - Prototype and Interactive Interview All Offeror questions and clarifications pursuant to this solicitation, including any of a technical nature, shall be submitted via email to the Contracting Officer (CO), Erik Robertson at Erik.Robertson@ed.gov, and the Contract Specialist (CS) Phillip Tinsley at Phillip.Tinsley@ed.gov, and must be received by the Government on or before May 06, 2022 by 12 PM EST for Phase One and on or before June 13, 2022 by 12 PM EST for Phase Two.
