Description

This is a notice of intent to issue an award on the basis of other than full and open competition in accordance with the Federal Acquisition Regulation (FAR) 13.106-1(b)(1). The US Army Medical Research Acquisition Activity (USAMRAA) intends to issue a single source award to ESO Solutions, Inc. The total award amount is estimated to be $875,000.

OBJECTIVES:

This is a continuation of support for maintenance, update(s), and annual services to the Store and Forward (SnF) version of the Department of Defense Trauma Registry (DoDTR) software used by JTS.

This customized software includes the ability to use the DoDTR in austere environments with limited connectivity and store data, to be forwarded when connectivity returns or upon transfer to another location. It has been used early in conflicts and when special teams deploy to forward locations to collect specialized trauma and wounded warrior treatment data from active Theaters of Operation and all Military Treatment Facilities (MTFs). The contractor shall provide periodic software updates, maintenance and technical help support for the software, database and interface while providing training materials for user guidance and make updates to keep the SnF version an exact match of the windows based version, used where connectivity and network stability are less of an issue. This SnF version needs to match the continually updated DoDTR precisely in order to interact with the DoDTR backend tables and oracle managed database. The alternative to using the SNF, would be a commercial off-the-shelf product; which would not integrate into the DoDTR without significant modification and therefore cannot meet the unique requirement.

NOTICE:

This is NOT a formal solicitation or request for quotation. This synopsis is to give notice of the Government's intent to make a sole-source award. Contractors who can provide USAMRAA with the identical required services are invited to electronically submit an affirmative, written response indicating a bona fide ability to meet this specific requirements. Responses should appear on company letterhead and include, at minimum, affirmation of active registration in the System for Award Management (SAM), the company's Data Universal qualifications, and any applicable pricing data or information. All responses should include a point of contact, telephone number, and electronic mail address. Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUBZone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned. Responses to this notice will be used to determine the availability of this type of service. All responsible sources may respond to this synopsis and all responses will be considered by the agency. Submissions that request documentation or request additional information or that only ask questions will not be considered affirmative responses and will not be considered valid.
