Background
The Office of the Comptroller of the Currency (OCC) is a federal financial regulatory agency under the Department of the Treasury, responsible for supervising national banks and federal savings associations. The OCC aims to provide a dental insurance program for its employees, retirees, and their eligible family members, as well as employees of the Office of Financial Research (OFR). This solicitation seeks a contractor to underwrite and administer the OCC's Dental Insurance Program, ensuring comprehensive coverage and support for its participants.

Work Details
The Contractor shall provide dental insurance services for a 12-month base period with nine one-year option periods. The services include:

- Underwriting and administering two dental plans: Preferred Provider Organization (PPO) and Dental Health Maintenance Organization (DHMO).
- Managing premium payments where the OCC pays 100% for active employees and certain retirees while retirees pay based on their selected coverage tier.
- Conducting monthly invoicing for retirees.
- Providing a detailed dental insurance program guide outlining benefits.
- Attending health benefits fairs.
- Supporting wellness fairs.
- Hosting bi-annual online seminars.
- Providing claims experience reporting monthly.
- Ensuring compliance with Section 508 accessibility standards.
- Maintaining data protection protocols.
- Conducting annual settlements to determine policy year margins or deficits.

Period of Performance
The contract will be performed from April 1, 2025, to March 31, 2026, with options for additional years based on performance.

Place of Performance
The contract will primarily be performed at the OCC headquarters in Washington D.C., with potential outreach to other locations as needed.
