Request for Information (RFI)

The Administration for Children and Families (ACF) invites technology vendors to participate in demonstration sessions showcasing innovative solutions that address challenges faced by child welfare systems across the nation. ACF seeks to understand industry capabilities and offerings that can enhance child welfare service delivery through advanced technologies.

These demonstration sessions will show what is possible and what is already transforming child welfare programs. Responses will inform ACF's technology strategy and support of child welfare agencies nationwide

Responses are required by July 31, 2025, at 11:59pm EST.

OBJECTIVES

  • Identify innovative technology solutions that address critical challenges in child welfare programs and are already transforming child welfare programs
  • Understand current industry offerings that can enhance child welfare information systems, including service delivery and workforce support
  • Understand the effectiveness and interoperability of available solutions
  • Gather insights on implementation considerations, including training requirements, and integration capabilities

Background
The Administration for Children and Families (ACF), part of the Department of Health and Human Services, is focused on enhancing child welfare systems across the nation. ACF aims to identify innovative technology solutions that can address critical challenges in child welfare programs and improve service delivery through advanced technologies.

This Request for Information (RFI) seeks to gather insights from technology vendors to inform ACF's technology strategy and support child welfare agencies nationwide.

Work Details
The RFI invites technology vendors to participate in demonstration sessions that will showcase innovative solutions addressing challenges faced by child welfare systems. Key objectives include:

- Identifying innovative technology solutions that are transforming child welfare programs.
- Understanding current industry offerings that enhance information systems.
- Evaluating the effectiveness and interoperability of available solutions.
- Gathering insights on implementation considerations such as training requirements and integration capabilities.

ACF anticipates hosting multiple demonstration days in 2025 with four vendors per session, lasting approximately 1-2 hours each. Vendors are encouraged to demonstrate technologies that address specific challenges including Continuous Quality Improvement, Family Finding, Federal Reporting, Foster Home Recruitment, Individualized Assessments, Outcome Measurement, Safety or Risk Assessment, Service Linkages, Service Coordination, Staff Recruiting and Training, System Modernization, and Unstructured Data Transformation. ACF also welcomes demonstrations of other innovative solutions not specifically listed.

Period of Performance
Demonstration sessions are anticipated to occur throughout 2025.

Place of Performance
Demonstrations may be fully virtual or hybrid formats in Washington D.C. or other locations.
