Responses to this notice will not be returned. Vendors will not be notified of the result of this review. It is the intent of Washington Headquarters Services/Acquisition Directorate (WHS/AD) to use this source sought for market research purposes only.

  • The Department of Defense (DoD), WHS/AD is performing market research to determine the availability, interest, and capability of potential vendors under the North American Industry Classification System (NAICS) Code 562910 Remediation Services with a Small Business Size Standard of $25M. PSC: F108 Environmental Systems Protection-Environmental Remediation.
  • For planning purposes; WHS/AD anticipates awarding a Blanket Purchase Agreement (BPA) for timely and effective demolition, asbestos and lead abatement services that comply with the requirements of all federal, state, and local regulations and requirements, as applicable to the activities being performed on an as-needed basis within the Raven Rock Mountain Complex.

Background
The Washington Headquarters Services/Acquisition Directorate (WHS/AD) of the Department of Defense (DoD) is conducting market research to assess the availability, interest, and capability of vendors for a potential Blanket Purchase Agreement (BPA).

This BPA will focus on providing timely and effective demolition, asbestos, and lead abatement services at the Raven Rock Mountain Complex (RRMC), ensuring compliance with all applicable federal, state, and local regulations.

Work Details
The contractor will provide all necessary personnel, equipment, supplies, transportation, tools, materials, supervision, and non-personal services for demolition, asbestos, and lead abatement on an as-needed basis.

The scope includes:
- Performing services in various locations including office and industrial spaces that require updates or alterations involving full or partial demolition of existing finishes.
- Abatement of asbestos-containing building materials (ACBMs), lead-based paint-coated surfaces, lead solder or sheathing/shielding, and managing ACM dust and debris.
- Compliance with all federal, state, and local regulations related to demolition and abatement activities.
- Maintaining records of projects performed and making them available upon request.
- Adhering to safety measures and handling protocols throughout the project.
- Developing a quality control program to ensure compliance with contract requirements.

Period of Performance
The base period of performance is twelve (12) months from the date of award with four (4) one-year options.

Place of Performance
All services will be performed at the Raven Rock Mountain Complex (RRMC).
