Background
The United States Special Operations Command (USSOCOM), specifically the Special Operation Forces (SOF) Acquisition Technology and Logistics (AT&L) Technology Applications Program Office (TAPO), is seeking to award a non-competitive sole source follow-on contract.

This contract aims to procure production, management, and sustainment capabilities for a multi-spectral sensor system designed to enhance situational awareness during transitions from Visual Meteorological Conditions (VMC) to a Degraded Visual Environment (DVE).

The intended source for this procurement is Sierra Nevada Corporation, which has been identified as the only responsible source capable of fulfilling the agency's requirements without substantial duplication of costs or unacceptable delays.

Work Details
The contract will involve the following key components:
- Production and sustainment of a multi-spectral sensor system.
- Development of the Synthetic Vision Avionics Backbone (SVAB) that integrates diverse sensor data to create a near-time virtual environment for aircrew.
- Provision of flat panel cockpit displays that ensure visual acuity and resolution for detecting terrain and obstacles that may not be visible through conventional means.
- The system must have demonstrated a Technology Readiness Level (TRL) of 8.
- The contractor will also provide management, engineering support, contractor logistics support (CLS), material procurement at the system/component level, and field service representatives (FSR).
- The contract is expected to be structured as a hybrid Firm Fixed Price, Cost-Reimbursable, and Cost-Plus Fixed Fee Indefinite Delivery Indefinite Quantity (IDIQ) Contract with one five-year ordering period and an option for an additional six months.

Period of Performance
The IDIQ will consist of one five-year ordering period with an option to extend for six months.

Place of Performance
The primary location for performance will be at Sierra Nevada Corporation's facility located at 444 Salomon Circle, Sparks, Nevada 89434-9651.
