Description

The Defense Human Resources Activity is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in, and the resources for, providing services in accordance with the draft Performance Work Statement (PWS). The Defense Manpower Data Center (DMDC) and the Sexual Assault Prevention and Response Office (SAPRO) are seeking vendors capable of providing technical support, functional ability, policy compliance, data management, system training, and communications to sustain the Defense Sexual Assault Incident Database (DSAID) Defense Business System.

This notice shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. In addition, it does not guarantee that a subsequent solicitation will be issued. Submission of any information in response to this Sources Sought Notice is voluntary and will assist in selecting the appropriate solicitation type/method.

Costs associated with any submission shall not be reimbursed by the Government. THE GOVERNMENT IS NOT SEEKING PROPOSALS AND WILL NOT ACCEPT UNSOLICITED PROPOSALS.

Background
The Defense Human Resources Activity is issuing this Sources Sought Notice to conduct market research aimed at identifying parties interested in providing services as outlined in the draft Performance Work Statement (PWS).

The Defense Manpower Data Center (DMDC) and the Sexual Assault Prevention and Response Office (SAPRO) are seeking vendors capable of delivering technical support, functional ability, policy compliance, data management, system training, and communications to sustain the Defense Sexual Assault Incident Database (DSAID) Defense Business System.

Work Details
The contractor will be responsible for various tasks including: delivering high-quality technical performance; adhering to order schedules and delivery requirements; efficiently managing labor resources; controlling workload surges; posting official DoD registries for operational use; improving DMDC documentation and maintenance procedures; enhancing data access, integration, monitoring, and exchange; ensuring data quality monitoring and trend reporting; maintaining DSAID using current applications like Entellitrak® and MicroStrategy®; supporting a 90-day transition-in period with a detailed transition plan that minimizes loss of support and cost; developing requirement definitions based on stakeholder input; conducting requirements analysis and end-user support; implementing changes validated by the DSAID Change Control Board; developing a Configuration Management Plan (CMP); providing help desk support while ensuring compliance with sensitive information protocols.
