(16) Description.

The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source. This action is authorized under 41 U.S.C. 3304(a)(1) as implemented by FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." This proposed contract action is not a request for competitive proposals. All responsible sources that are interested in this requirement may submit a response (capability statement, proposal, or quotation), which shall be considered by the Government. However, the Government will not consider any such response it receives after the deadline of February 24, 2017, for its receipt of such responses. A determination by the Government not to compete this proposed contract action based upon responses to this proposed contract action is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

Background:

Currently, Harris IT Services Corporation (Harris) provides specialized engineering support services to complete the technological update, sustainment and maintenance of the aging (in existence since the early 1980s) Defense Command, Control, and Communications Ground Station (DC3GS) through the projected end-of-life for the Defense Meteorological Satellite Program (DMSP) constellation. These services for this aging computer system (DMSP system) also include maintenance and replacement of legacy hardware and software and the security certification of the DMSP systems connected to Government networks. Harris is the only company to work on the DMSP system since 1979. The ground station (GS) for the DMSP system consists of multiple worldwide sites to include two Satellite Operations Control Centers; a Payload Integration and Test Facility; a Command and Data Acquisition site; the Fleet Numerical Meteorological and Oceanographic Center; the Air Force Weather Agency; data relay stations; Contractor facilities; and multiple AFSCN tracking stations. The associated ground equipment provides command and control of the satellites, and receives and distributes payload data and real-time telemetry necessary to communicate the "health" of the satellites. The system also provides near real-time meteorological and environmental data critical to both military and civilian agencies via multiple sensors on the satellites.

Due to lack of funding, the GS lost accreditation and the DMSP system has not been updated, so most of the hardware dates back to the early 1980s. The user manuals and technical data (models, drawings, associated lists, specifications, standards, performance requirements, quality assurance, software/hardware documentation and packaging details) for the technical data package (TDP) for the DMSP system have not been updated or maintained resulting in large portions of the system user manuals and TDP to be either missing or obsolete.

Contract Capabilities to be Awarded: Specialized engineering support services (including, but not limited to, maintenance and replacement of legacy hardware and software and of the security certification of the DMSP system connected to Government networks) to complete the technological update and maintenance of the aging computer system and sustain the DC3GS through the projected end-of-life for the DMSP constellation. In addition, specific in scope modifications are planned for during the performance period for various engineering cost proposals that will be used to resolving specific technical issues.

The anticipated period of performance for this contract is:

Base Year: 30 March 2017 - 29 March 2018

Option Year 1: 30 March 2018 - 29 March 2019

Option Year 2: 30 March 2019 - 29 March 2020

Option Year 3: 30 March 2020 - 29 March 2021

Option Year 4: 30 March 2021 - 29 March 2022

To be considered for this requirement, the contractor must have the following capabilities:

1. The contractor must have a valid facility SECRET clearance as of the date of this notice and for the entire contract performance period, and the ability to maintain a SECRET clearance during contract performance.

2. The contractor must have the necessary qualified personnel with appropriate combinations of education, training, experience, and detailed familiarity with the DMSP system to manage, perform, and administer the contract for this one of a kind legacy Government system dating from the early 1980s.

3. The contractor must have the necessary resources, technical processes and infrastructure to manage, perform, and administer the contract beginning March 30, 2017, for the entire contract performance period.

4. The contractor must have the necessary qualified personnel proficient in hardware emulation, VMware, ADA, C, C++, JAVA, FORTRAN, PERL, Oracle, SQL, DOS scripting and any other programming/scripting languages used in the current GS; Microsoft WINDOWS, OpenVMS, and UNIX operating systems.

5. The contractor must have the necessary qualified personnel to manage, perform, and administer the contract beginning March 30, 2017, for the entire contract performance period.

6. The contractor must be able to manage, perform, and administer the contract beginning March 30, 2017, for the entire contract performance period without any transition period.

7. The contractor must be able to manage, perform, and administer the contract beginning March 30, 2017, for the entire contract performance period and with much of the user manuals and TDP (necessary for maintenance of the DMSP system) missing or obsolete.

8. The contractor must be able to manage, perform, and administer the contract beginning March 30, 2017, for the entire contract performance period at the following locations:

a. Contractor's facilities.

b. Schriever AFB, CO.

c. Fairbanks Satellite Operations Facility, Fairbanks, AK

d. Air Force Satellite Control Network ground stations worldwide including

Thule, Greenland and New Boston, NH.

e. McMurdo GS, Antarctica.

f. Offutt AFB, NE.

g. Fleet Numerical Meteorology and Oceanography Center (FNMOC), Monterey,

CA.

h. Vandenberg AFB, CA.

i. Suitland Federal Center, MD.

In order to be considered for this requirement, responses to this proposed contract action must satisfactorily address the capabilities 1-8 above.

The anticipated contract award date is March 1, 2017.

Justification for Award Using Other than Full and Open Competition:

This award will be placed under the authority of FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." This procurement is anticipated to result in a sole contract to Harris to meet the Air Force's requirement. Harris has the qualifications necessary to meet this requirement, as the only company to work on it since 1979, that are not know to be available from any other source.
