Defense Meteorological Satellite Program (DMSP) Spacecraft Support

Background
The U.S. Government is conducting a Sources Sought notice to identify qualified sources for providing sustaining engineering, operational support, and eventual decommissioning for the Defense Meteorological Satellite Program (DMSP) spacecraft fleet. DMSP is the longest-running production satellite program, delivering critical weather and environmental data for military operations, managed jointly by the U.S. Space Force and NOAA.

Work Details
The scope of work includes:

1. Satellite Operations and Command & Control: Day-to-day command and control including mission planning, command generation, and telemetry monitoring.

2. Spacecraft Subsystem Health and Performance Monitoring: Analyzing telemetry to assess health and performance of subsystems (ADCS, EPS, Propulsion, etc.).

3. Anomaly Resolution and Fault Diagnosis: Investigating and developing recovery procedures for on-orbit anomalies.

4. Orbit Determination and Maneuver Planning: Performing orbit determination and planning propulsive maneuvers.

5. End-of-Life Operations: Experience with decommissioning procedures to mitigate orbital debris risk.

6. Sustaining Engineering: Supporting aging spacecraft management and obsolescence solutions.

7. Ground System Support: Familiarity with DMSP ground system architecture including AFSCN.

8. Logistics and Spares Inventory Management: Managing inventory for aging spacecraft components.

9. Integration Lab and Simulator Support: Supporting hardware-in-the-loop integration labs and software testbed environments.

10. Technical Data and Training: Managing legacy technical data and providing specialized training as required.

11. Associate Contractor Coordination: Maintaining operational coordination with DMSP Sensor Sustainment contractor.

Bidder Requirements
Bidders must have a SECRET facility clearance requirement for personnel involved in the contract work; experience in supporting satellite systems comparable to DMSP; capability statements must address all nine elements of the Scope of Work; experience with classified work within secure facilities; past performance examples on similar contracts within the last five years.
