Defense Market Intelligence

Background
The Office of the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DEC) is responsible for overseeing export policy, international armaments cooperation programs, defense exports, Foreign Military Sales (FMS), and technology transfer security.

To fulfill these responsibilities, DASA DEC requires continuous access to a comprehensive technical database to evaluate partner-nation capabilities and validate industrial defense market forecasts.

Work Details
The Contractor shall provide twelve (12) full-suite, enterprise-level digital subscriptions that deliver secure, unclassified, web-based portal access to an integrated defense market intelligence and equipment technology forecasting platform.

This platform must include comprehensive, validated open-source intelligence (OSINT) covering global military equipment specifications, defense budgets, procurement programs, and long-term market forecasts. The subscription will encompass various functional areas including:

1. Cross-Market Intelligence: Strategic macro-level defense market analysis, national defense budget forecasts, procurement program tracking.
2. Aerospace & Air Defense Systems: Specifications for military aircraft, missile systems, precision guided weapons.
3. Maritime & Undersea Systems: Technical specifications for military ships and anti-submarine warfare systems.
4. Ground Combat & Tactical Weapon Systems: Details on military ground vehicles and launchers.
5. C4ISR, Sensors, Avionics & Electronic Warfare: Overview of command and control networks and electronic warfare systems.
6. Unmanned Platforms & Emerging Technologies: Data on unmanned aerial systems and other emerging technologies.
7. Integrated Support Services: Technical customer support and simulation training data.

Period of Performance
The contract comprises a twelve (12) month Base Period with four (4) optional twelve (12) month periods.

Place of Performance
Due to the web-based nature of this requirement, authorized users can access the platform via government-furnished equipment from approved telework or remote operational sites within the Continental United States (CONUS) and Outside the Continental United States (OCONUS).

Bidder Requirements
Bidders must provide an integrated commercial information solution that encompasses all aspects of defense market intelligence under a single package to avoid fragmented licensing costs.
