Description

This is a non-personal service(s) contract to provide foreign language training support for Defense Language Institute Foreign Language Center (DLIFLC) through DLI-Washington. Under the Contract Foreign Language Training Program (CFLTP), the Contractor provides all labor, material, and services, except as specified to be furnished by the Government, necessary to perform the types of tasks specified in the PWS. The Contractor shall provide foreign language instruction, and support services. Typical resident student load in the national capital region (NCR) is 200-400 resident students at any given time and 400-500 in a year. The contractor shall also be prepared to support non- resident instruction via Mobile Training Teams (MTT) at USG facilities or other locations outside the NCR including overseas locations. The student body is predominantly composed of non comissiond officer (NCO) and commissioned officer ranks. Courses range from familiarization courses of ten (10) weeks to basic courses of 26-64 weeks. As part of this requirement, approximately 275 300 task orders may be awarded annually for all languages.

Work Details
The contractor will provide comprehensive foreign language instruction and support services under the Contract Foreign Language Training Program (CFLTP). Key tasks include:
1. Resident Instruction: Providing qualified language instructors, classroom space, instructional materials, and documentation of student progress. Instruction must accommodate unpredictable changes in training schedules.

2. Mobile Training Teams (MTT): Supporting non-resident instruction at U.S. Government facilities or overseas locations, including tailored training for deploying forces.

3. Curriculum Development: Developing assessment tools and instructional materials in collaboration with DLIFLC personnel.

4. Instructional Methodology: Employing proficiency-oriented principles tailored to adult learners, utilizing authentic materials and real-world tasks.

5. Quality Control: Implementing a Quality Control Plan (QCP) to ensure compliance with performance standards outlined in the Performance Work Statement (PWS).

6. Reporting: Monthly progress reports on student performance based on classroom observations and assessments.

Place of Performance
The primary location for performance will be within the National Capital Region (NCR), specifically Washington D.C., with potential support provided at other U.S. Government facilities or overseas.
