Defense Joint Military Pay System Support Services

Background
The Defense Finance and Accounting Services - Information & Technology (DFAS I&T) is responsible for providing information and technology services, including planning, developing architectures, designing, building, operating, and maintaining essential DFAS infrastructure systems.

This procurement aims to obtain Information and Technology (I&T) support services to assist with the operation and maintenance of the Defense Joint Military Pay System (DJMS), which includes both Active Component (AC) and Reserve Component (RC) subsystems. DJMS manages over two million payroll accounts for military personnel across various branches of the U.S. Armed Forces.

Work Details
The contract will encompass several key tasks:
1. Contract Program Management;
2. Requirements Management & Analysis;
3. Technical Design Activities;
4. Configuration Management;
5. Development of Code;
6. Testing Support;
7. Security Management.

The ideal provider should demonstrate verifiable experience in COBOL Programming, FOCUS Programming, JCL Programming and Modification, as well as familiarity with Broadcom TopSecret and ACF2 security applications. Additionally, the capabilities statement should include recent contracts from the last three years detailing contract numbers, dollar values, periods of performance, and scopes of work.

Period of Performance
Performance is anticipated to begin on December 1, 2025.

Place of Performance
The contract will be performed at DISA Mechanicsburg.
