Defense Intergrated Finance System (DIFS) Re-Architecture

Background
The Defense Finance and Accounting Service (DFAS), Contract Services Directorate, is seeking information to support the Defense Integrated Finance System (DIFS) Re-Architecture platform onto a common, supported, secure Cloud and web software platform. The ideal provider will have verifiable experience and expertise in modernizing multiple legacy mainframe COBOL systems into a cloud-based, consolidated database system, utilizing code conversion tools and DevSecOps, for the Department of Defense.

Work Details
The contract requires technical/management leadership on major tasks or technology assignments and expert technical knowledge. It includes establishing goals and plans to meet project objectives, directing activities for the customer, supervising and overseeing others in designing and developing solutions to complex applications problems, providing critical domain knowledge to the customer for implementation planning and recommendations. Additionally, it involves providing expert knowledge of application design and usability principles, issues, and techniques; analyzing user and customer needs to design and develop software solutions; acting as the primary point of contact for the Agency for all cloud hosting, cost and integration needs and issues; acting as a lead security designer, providing expertise in all areas of cybersecurity; architecting, building, testing, securing, migrating, and maintaining the data infrastructure as a whole; maintaining the security of the databases; analyzing user needs to implement website content and graphics while maintaining performance and capacity standards.
