Defense Innovation Unit Communication Services

The Washington Headquarters Services, Acquisition Directorate (WHS/AD), in support of the Defense
Innovation Unit (DIU), anticipates award of a single Blanket Purchase Agreement and subsequent Call Orders,
for non-personal communication consulting services, to the responsible Offeror that submits the Best Value offer,
that is most advantageous to the Government, based upon the evaluation factors, included in this Request for
Quotes (RFQ). Various Performance Work Statement (PWS) Tasks, requires the Offerors primary business
location to be within a 50-mile radius of any Mountain View, CA zip code.

WHS/AD is releasing this solicitation electronically ONLY through beta.Sam's website. This electronic
version of the Request for Quote (RFQ) is the official version for this acquisition. Offerors will be notified of any
and all applicable amendments to this solicitation electronically through beta.Sam's website. Offerors shall
submit their questions and quotes electronically. Any quote received after the due date and time specified for
receipt will be considered late and will not be evaluated.

Offers must be clear, coherent, and prepared in sufficient detail for effective evaluation of the Offeror's
submission against the evaluation criteria. The documentation shall address all aspects of this solicitation and the
requirements specified in the Performance Work Statement (PWS). Submissions that do not comply with these
instructions may be deemed non-responsive and may render the Offeror ineligible for award.

In the performance of the PWS, the Government anticipates that the Offerors will incorporate individual
members from a team of employees, with different specialties, IAW industry or the Offerors standards, to satisfy
the different aspects of the Governments specific tasks and requirements. The Government is not identifying
individual labor categories that must be included in an Offeror's quote. It is the Offeror's responsibility to make
that determination based on their review of the PWS and anticipated performance of any subsequent Call Orders.
This solicitation is being conducted in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 13 -
Simplified Acquisition Procedures, primarily 13.104; 13.106; and 13.303 with applicable Parts 12 and 15.306(a)
accordingly. Best value is being defined IAW FAR 2.101.

by Thursday November 12, 2020 at 3:00PM, Eastern Standard Time (EST). No phone calls are permitted. No
comments, questions or inquiries shall be made of any Government person other than the points of contact listed
above.

All Offerors shall submit complete Quotes by Thursday, November 19, 2020 by 3:00PM, EST. All Offerors
