As part of continuing Market Research, the Government is planning to conduct an Industry Day for the Defense Freight Transportation Services (DFTS-II) contract. The Government intends to hold a general session in the morning and conduct one-on-one sessions as scheduling allows.

All industry partners interested in this program are invited to attend. However, due to space constraints pre-registration is required. Background
The Defense Logistics Agency (DLA) and Defense Contract Management Agency (DCMA) are conducting market research for the follow-on Defense Freight Transportation Services II (DFTS-II) contract.
As part of this effort, the Government held a Pre-Solicitation Industry Day on 14 December 2022 to present program requirements and gather industry feedback.

The existing DFTS program has evolved since a 2001 prototype and the current DFTS I contract (1 August 2017 – 31 July 2024), providing mode-neutral freight transportation services for Freight All Kinds (FAK) shipments within the continental United States.

Work Details
Program Requirements Overview:
- Manage shipments of all FAK including first-destination vendor shipments, second-destination, scheduled routes, unit moves, surge/contingency operations, FEMA support, humanitarian aid, Foreign Military Sales (FMS), and customs brokerage
- Provide mode-neutral transportation services within CONUS: Less-Than-Truckload (LTL), Truckload (TL), Rail, Air, and Specialized/Unique services
- Establish and manage a network of commercial carriers; monitor carrier quality and performance
- Arrange, coordinate, monitor and control freight shipments from initial offer through final delivery
- Utilize a state-of-the-art Transportation Management System linked to government shipper systems (DSS, WMS, VSM, GFM) to execute shipments, capture data, and measure performance
- Identify and deliver astray freight; facilitate loss and damage claims
- Meet Key Performance Indicators including on-time response, pickup, delivery, loss and damage metrics, IT system availability, and small business subcontracting goals

Period of Performance
To be determined in the forthcoming RFP

Place of Performance
Services to be performed for shipments within the Continental United States (CONUS), Alaska, and Canada, covering up to 1,400 CONUS vendor locations and multiple DLA and DCMA distribution sites

Bidder Requirements
- Capacity to process approximately 300,000 orders annually in compliance with the Performance Work Statement
- Established network of commercial carriers and demonstrated carrier management capability
- Ability to integrate with government Transportation Management Systems (DSS, WMS, VSM, GFM)
- Service delivery limited to CONUS, Alaska, and Canada
- Compliance with small business subcontracting objectives (tier-1 small business utilization)
- Commitment to meet performance-based metrics for on-time response, pickup, delivery, and loss/damage benchmarks
