Defense Cyber Crimes Center (DC3) Systems Engineering and Technical Assistance (SETA) - Request for Information (RFI)   2

Background
The Department of Defense (DoD) Cyber Crime Center (DC3) was unofficially formed in 1998 under the Department of the Air Force. It integrates the Defense Computer Forensics Laboratory and the Defense Computer Investigations Training Program.

DC3 is designated as one of seven Federal Cybersecurity Centers and a DoD Center of Excellence, supporting the Department of the Air Force's strategic objectives by enhancing cybersecurity capabilities and improving overall mission performance. The center's mission includes setting standards in digital media forensics, delivering specialized cyber investigative training, and serving as a focal point for information sharing on cybersecurity matters across the DoD.

Work Details
The Contractor shall provide a full range of functional and technical services within the Law Enforcement/Cyber Intelligence (LE/CI) and Cybersecurity environment. Key tasks include:
1. Integration of contractor personnel into DC3 to create a seamless Government-Contractor team.
2. Technical analyses for trade studies and capability assessments, including evaluation tools and support for field demonstrations.
3. Planning and implementing new capabilities to meet evolving mission requirements, developing workflow solutions that integrate classified and unclassified data.
4. Program management support including schedule development, resource assessments, risk assessments, ensuring projects are completed on time and within budget.
5. Engineering and technical analysis support including feasibility studies, inspection of engineering projects, system design improvements, change management, release management, integration environment support, architecture recommendations, studies and assessments to evaluate solutions during the life cycle of DC3 technical programs.
6. Full spectrum intelligence analysis utilizing all-source intelligence data to identify gaps in intelligence data from all source reporting.

Place of Performance
The primary place of performance is Linthicum, Maryland where DC3 components serve the DoD and other U.S. Federal agencies.
