This is a Program Announcement for a Worldwide Commissary Upgrade Commercial Solutions Opening (CSO) W58P05-204-S-C001 by the U.S. Army Contracting Command Aberdeen Proving Ground, Tenant Division (ACC-APG-Tenant) on behalf of the Defense Commissary Agency (DeCA). This CSO solicitation is a competitive solicitation that is continuously open until August 12, 2025. The government reserves the right to extend this CSO beyond the open until date by amendment if it is in the best interest of the Government to do so. See attachment DeCA CSO W58P05-24-S-C-0001. The first Area Of Interest (AoI) will be posted with this CSO. See attachment DeCA W58P05-24-S-C-0001-A0001 and Statement of Objective A001. Future AoI's will be posted as a Related Notice to this Solicitation.

Background
The U.S. Army Contracting Command – Aberdeen Proving Ground, Tenant Division (ACC-APG-Tenant) is issuing this Program Announcement for a Worldwide Commissary Upgrade Commercial Solutions Opening (CSO) on behalf of the Defense Commissary Agency (DeCA).
The goal of this contract is to solicit innovative commercial solutions that can enhance the capabilities and services provided by DeCA.

Work Details
The solicitation invites submissions of Solution Briefs that must not exceed ten single-sided pages using 12-point font.
Each submission should include:
1. Company Name, Title, Date, Point of Contact Name, E-mail Address, Phone, and Address.
2. An Executive Summary of the technology or service.
3. A Technology Concept that describes how the proposed solution applies innovative commercial products or technologies to the Area of Interest (AoI), including whether it involves existing technology or development for defense applications.
4. A rough order of magnitude price for the proposed solution along with desired payment terms.
Additionally, submissions must include a plan for government exit in case of vendor non-performance or company closure.

Period of Performance
The CSO solicitation is continuously open until August 12, 2025, with the possibility for extension by amendment if deemed in the best interest of the Government.
